Lets actually look at 150mph, Exposure "C", wind loads on a transformer that 
is 4'x4'x30'' tall.

ASCE7-02 would treat this transformer like a solid sign or a fencewall.
With an importance factor of 1.0 the lateral wind pressure would be 48.6 
psf.
48.6 x 4 x 2.5 = 486#

If the transformer weighs 2000# and the sliding coefficient is .4 (I don't 
have my ACI book here but I think that is close) then the friction provides 
800# resistance.
ASCE7 doesn't assign uplift to the tops of signs but just for arguments sake 
lets assign 45psf.
45 x 4'x4' = 720# uplift
2000 - 720 = 1280#
1280 x .4 = 512# resistance


 So if your in Dade-Broward you might be able to make an argument for it but 
anyplace else it appears the power company has a valid point..
