Lets actually look at 150mph, Exposure "C", wind loads on a transformer that is 4'x4'x30'' tall. ASCE7-02 would treat this transformer like a solid sign or a fencewall. With an importance factor of 1.0 the lateral wind pressure would be 48.6 psf. 48.6 x 4 x 2.5 = 486# If the transformer weighs 2000# and the sliding coefficient is .4 (I don't have my ACI book here but I think that is close) then the friction provides 800# resistance.
