See, it's these differences of opinions on fairly straight forward issues
that confounds us all.

I do not see it as a simple 'repair'.  Even if just put back into former
configuration.

All exterior doors and window will be replaced.
Structural damage from heat and water will have to be analyzed.
A whole new roof system, and attachment will be required.
Probably will have to completely redo all above slab plumbing if the pvc
piping was damaged.
All interior wall, finishes, insulation, electrical, HVAC will have to be
redone.

As much as I'd like to see it treated as a repair, from a home-owner's
perspective, I just don't see how it can happen per code.

If this isn't a Level 3, then how do you attend to additions and mods of far
less encompassing conditions, no matter what the cause was.
