If you have already committed to the intended use on the submitted plans
and are talking about a fast-track toward a single permit and a single
CO then I would say it is entirely up the BO to require as little or as
much as is deemed necessary. However, according to the code, I think
that construction prior to permit approval would be at your own risk.

What are the minimum exhibits required for a pre-engineered rigid steel

building shell and the concrete slab foundation only? The future
plumbing (riser 
diagram) has been determined and included with the building  and
foundation 
plans in order to perform the under slab rough. The building  and
foundation 
plans are complete, meet the code, and signed and sealed by  an
engineer. We just 
want to get the shell under construction while working with  the future 
occupant on his interior build-out requirements. All zoning and land
use is 
approved.
