Your inspector is likely correct about drilling new holes,. as all of these building parts such as windows have been approved for their use with their engineering. Ya, common sense would say drill and it would work great, but if it fails with the next storm, who ya gonna call. It (like everything else)  boils down to liability. Why can't you just fill the void? I have a frame building with a brick veneer It has a 1" space between the two. The inspector is not allowing the window to be installed because of the void. he says the window must be supported fully for the 3.5 inches of the window thickness. The outside is supported by the veneer and the inside is supported by the drywall and the double studs underneath.The void is where the screw holes are located.We wanted to drill other holes in further to catch the studs and he
