Your inspector is likely correct about drilling new holes,. as all of these building parts such as windows have been approved for their use with their engineering. Ya, common sense would say drill and it would work great, but if it fails with the next storm, who ya gonna call. It (like everything else) boils down to liability. Why can't you just fill the void?
