[Florida Code Talk] Final roof inspection

As representative for my church undergoing a flat roof replacement,  the 
roofing contractor had several correction tags for missing counter flashing  and 
other items.
All of a sudden without a field inspection the CBO signed off on the  job, 
when I inquired to the city they said the roofer supplied a letter stating  the 
corrections were made.
I informed the CBO- NONE of the corrections were made, he said he  would call 
the roofer? and may need to come to the job
 
As a building contractor I have never heard of such nonsense what is the  
protocol here?
