Yes, they can be applied directly to Block. Check the Dade county product  
approval, but be careful wit the waterproofing issue. Contact the 
manufacturer  directly on how they recommend to waterproof the masonry. You know the 
building  department will ask for that letter. With my experience they will 
be very happry  to give you a detail.
