this phrase seems to say yes, he can, within certain limits: "or building or
improving commercial buildings, at a cost not to exceed $75,000, on such
property for the occupancy or use of such owners and not offered for sale or
lease." Why are some of you saying that this statute only applies to
residential work?

As per the owner/builder statement the owner of the unit he is occupying may
do up to $75,000.00 of work on that unit and that unit alone.  Very Simple.
