Mike,

 

1.        If the vertical distance does not warrant rails - none are
necessary

2.       The distance is from the deck to the water in my opinion

3.       The code does not apply to walkways not directly attached to
the structure unless they serve an accessory structure such as a
detached garage.

Where can you find the code section for outdoor walkways (nature trail)?
We are trying to determine when we would need to have handrail and where
it would not be needed.  For instance, the top of the walkway is 18"
above grade.  We determine at the time of design that handrail would not
be needed, however, with the recent rains, the top of the walkway is
still 18" above grade, but 12" of the grade is covered with water.
Plans were approved, but now being tagged at final ..... any help would
be appreciated.
