I am a little confused with your post. Is this a federal job. If so then it is governed by the Accesss-Board or the new ADAAG guidelines. If not the FBC does not address it.. We determine at the time of design that handrail would not be needed, however, with the recent rains, the top of the walkway is still 18" above grade, but 12" of the grade is covered with water.
