I am a little confused with your post. Is this a federal job. If so then it 
 is governed by the Accesss-Board or the new ADAAG guidelines. If not the 
FBC  does not address it.. Take a look at Access-board.gov/, for publications

however,  with the recent rains, the top of the walkway is still 18" above 
grade, but  12" of the grade is covered with water.  Plans were approved, 
but now  being tagged at final ..... any help would be  appreciated.
