No t really, you can two qualifiers one for financial (FRO) and one for
construction.  If the license holder is both the qualifier and the FRO
then he there is some work he has to do.. If the qualifier only he has
no license problems,.

Agreed that is why the qualifier is to keep an active part in the
business. Including financial stability.
