[Florida Code Talk] Permit to replace Electrical Contractor

The City put on hold the electric permit they issued to replace the terminated electrical contractor, 
demanded "hold harmless letter" from the terminated contractor and stated:

"The following is the criteria for issuance of permits when a permit for the same work exists.
A separate orphan permit may be issued while the initial permit remains.
An orphan electric permit must be applied for and stand on its own merits.The orphan permit will be required to cover the entire electrical scope of work proposed and previously permitted, therefor, both contractors will be responsible for the work in it's entirety of the original submitted documents, and either contractor can request inspections and/or do the work.

This will require all related documents indicating scope of work. The original submitted documents may not be referenced or used, as they are already part of a permitted package.These documents will be reviewed and approved by the City of Oviedo, Building Department, and be on the jobsite at time of inspection as required by Florida Statute. All related fees are applicable for application and permit.

An issue with the Certificate of Occupancy may arise unless the initial sub-permit has expired or rescinded by the contractor, as the original permit number will be referenced relating to the sub-permit when closing out required inspections.

1. Shouldn't the new permit automatically cancel the terminated contractor's permit?
2. Is the City correct is demanding hold harmless letter and imposing orphan permit rather than issue new permit?
3. What is the correct & swift procedure to terminate the electrical contractor?
