 Typically the jurisdictions are so focused on what is required that 
sometimes they need to be reminded of what Florida statutes and code allow.
Several times in the last few years I've had jobs that qualified to be built 
under one of the prescriptive codes and the plans reviewers didn't want to 
accept them because they weren't sealed.  In the one jurisdiction I had to 
contact the CBO and have him explain to his subordinate that it was 
permissible.  In the other I explained to the reviewer why it met the 
criteria and he admitted that he hadn't been trained in that code and so we 
agreed that he would pass it off to someone that had.

I am a Certified Building Contractor CBC059520 and a Certified Air 
conditioning Contractor CAC1816055, as a Building contractor I can not do 
design work (Drawings) unless a P.E. seals it.

As a Certified A/C Contractor per Florida Building Code I can design A/C 
systems if the system meets certain criteria.

Per Florida Building code Certified Plumbers and Certified Electricians can 
also design work if it meets a certain criteria and they do not have to be 
sealed by a P.E.

In Hillsborough County or the City of Tampa for a remodel of the break room 
like described in one of the responses here would require plans sealed by a 
P.E. or an Architect.

The problem is that local jurisdictions still do things the way they want to 
do it, even if it conflicts with FBC.
