Glen,
 
I thought I said 3' between countertops ( I meant  to anyway?) did I not?. 
 
It doesn't matter anyway, as all 437 homes I designed, built  and sold and 
homeowners lived in, re-sold x ??? times since 1989, and no  one to date has 
filed suit against me for too cramped of a walkway in the  kitchen. No ADA 
lawsuits, no fat lady stuck in the kitchen (can't say without  food and water here) 
lawsuits, or anyone burning their asses on the  "drop-in" ranges I installed.
 
Also, I would like to point out from a professional design standpoint that  
the countertop overhang beyond the face of the cabinet can be anything  the 
design-build contractor wants, and not necessarily the overhang of  1-1/2" that 
you stated. 
 
On the homes I built with the galley the kitchens we are talking  about, I 
used custom laminate tops with 1/2" overhang on the fronts of the  base 
cabinets. And, a min. 3' clearance between  countertops, not cabinets.
 
I do not understand what you are getting at here, anyway? Let me  know.
