Hello T.R.,
 
I think, from experience, not citing the Code Books which should state,  that 
the answer is 4". Remember "the 4" Sphere Rule ? ". A 4" sphere  (I don't 
know why?) cannot pass thru anywhere in the railing.

A contractor and I have been searching in the 2004 FBC for the  maximum
clearance space between the floor and the bottom rail of a  guardrail is
defined.  We know section 1012 defines all of the other  maximum spacing
requirements.  But we can not find this one.
In the  old days it was called the "Coke Bottle Rule" and was meant to keep
things  from rolling off balcony edges.  I thought the spacing was 1-1/2"  off
of the deck.
Can some one point me in the right  direction?
