I remember framing rails back in the mid 80's at 4" centers, not sure when the code was changed.

That does make sense. 6" is a pretty big opening. It seems that I can  
remember having a problem with an inspector on one of my houses a long time 
ago 
about that rule. (6" v. 4").
although my concrete stoop was only about 14" above grad  Does  anyone 
remember when that 4" v. 6" rule changed?

All;

Open guards shall have balusters or ornamental patterns such that a 4"
diameter sphere cannot pass through.  The bottom rail rejection of a 2"
diameter sphere left the code 6 or 7 years ago.  The triangular opening
formed between the riser, tread and bottom rail shall reject the 6"
sphere. Elevated walkways used for access to electrical, mechanical or
plumbing equipment shall have guards that reject the 21" diameter
sphere.
