I have a siding replacement job where we're replacing the existing LP siding with Hardie. Original house was built in 1990-91 time frame and there is no house wrap of any kind under the existing siding (OSB sheathing used). My question is, during this time frame was there a requirement for the contractor to use some type of weather-resistant barrier? I know this is required now but not sure if it was 18-19 years ago. Just trying to find out if the homeowner has any recourse with the original builder. I'm actually pretty surprised the OSB wasn't in worse shape than it is. When we removed one piece of the faulty siding (LP had a class action law suit on this product years ago) the OSB was moist but structurally sound. One area obviously was getting more wet as it had turned slightly black but not rotted yet. I also found flashing on an intersecting roof (coming out from the wall with the siding) that terminated behind the siding thus any water running down that intersection had nowhere to go but behind the siding and the fascia board which was rotten about 8 inches in.
