I think it all depends on where the "point of service" for the extinguishing
system is.  If the backflow assembly is on the system side of the P.O.S.,
then the sprinkler contractor has to inspect and certify.  There is a
Declaratory Statement addressing this issue.

 I was told by fire marshall of Palm Beach county. That testing and
certifying backflow assemblies on fire systems can only be done by someone
with a fire sprinkler license. That a plumber who is certified to test can't
do it. Is this true? Water purveyor says he has to except any report from
anyone who is certified.
