Well, I have tried to unsubscribe from these emails 4 times during the past 2 months by following the procedure at the bottom of the screen, but I still get 10-15 emails a day from this forum...

I'm going to try doing a reply to all from every email I get and see if someone there will get sick of it and actually remove me from the distribution list as I've requested.

The intent of ASTM C-1063 is to place them over the lath and attach them with tie wire(remember the lath must be cut behind the joint). This is because the document contemplates "open" framing or suspended ceilings whereby the sections can independently float as panels. The document contains an additional caveat "unless otherwise specified." Accordingly, many others specify that they be attached to the wall then the lath lapped over each leg of the vertical joint. Most however do the correct thing and specify them completely out of the wall plane since the lath is structurally attached to the framing substrate it is impossible for the area between them to act an "independent panel" for expansion/contraction.
