For stadium style seating in a theater, you are required to provide vertical
accessibility to each level.  The resolve for this is applying for a waiver
from the FBC.

don't have the 2007 code here at home yet  but the 2004 11.4.1.6.3(f) talks 
about clustering the accessible seating in an altered assembly .
