Hello Bryan,
I am referencing ACI 318 as talking points.
1. Can rebar or other metallic materials be used as depth gauges and /
or conduit support in footings? Meaning, the rebar or conduit is driven
into the earth and will also be encased in the footing (burning the form)...
a. ACI Section 6.3 addresses conduits and pipes embedded in concrete.
It states that really anything but aluminum is allowed to be embedded into
the concrete matrix so as they do not pose an adverse risk to the concrete
structure and with the approval of the design professional.
i. The
question for your department is what material is acceptable and does not
create an adverse risk to the structure?
ii. And
what was approved by the design professional?
2. Can vertical steel reinforcement be "wet-set" into footings, or should
the rebar be "tied-in" to the footing steel?
b. ACI Section 7.5 Placing Reinforcement
i. Shall
be placed accurately and adequately supported before concrete placement and
"shall be secured against displacement within tolerances permitted".
1. Based on ACI it looks like the steel needs to be in the form prior
to placement. Naturally I believe a design professional can allow for the,
let's say, the vertical steel for reinforced masonry to be placed after
concrete placement but a note most likely would have to be on the drawing.
ii.
Personally I think all of the steel should be in the "hole" prior to
concrete placement. I am regularly called in when contractors planned on
placing the steel in during concrete placement only to get busy and forget
about it. On later inspections they find the steel that should be in the
concrete on the outside laying on the ground. For vertical steel the same
applies with missed placements or not placed at all because some one took
the 10 for this side and moved it to another wall segment. Too many errors
available on the blue collar side of labor not to require it all to be in
the form at inspection.

I have a series of questions that are addressed by the code but are
practiced and enforced widely from jurisdiction to jurisdiction. Please
reply with your code references and/or comments.
1. Can rebar or other metallic materials be used as depth gauges and / or
conduit support in footings? Meaning, the rebar or conduit is driven into
the earth and will also be encased in the footing (burning the form)...
2. Can vertical steel reinforcement be "wet-set" into footings, or should
the rebar be "tied-in" to the footing steel?
3. Can non-treated wood products be in contact with masonry or concrete
without other forms of decay protection such as felt paper? This includes
locations above 6" of grade.
