A home owner has the right to terminate a contractor and the right to hire with out any ones permission.

I'm not a judge or lawyer or a Trier of facts - and neither is the building official. He or she must re-permit to another licensed electrical contractor.

The Building Official DENIED issuance of new electrical permit to replace the terminated electrical contractor stating that:
"State Law requires release from  the terminated contractor"

Naturally, the terminated electrical contractor will NOT issue a release because there is a dispute. Also. The terminated Elec. contractor signed in his contract a clause stating "If for whatever reason the parties have a problem they cannot amicably resolve, the owner is hereby free to complete the job using another entity and the matter shall be resolved by mediation/arbitration or court with the loosing entity bearing associated expenses"

Is this Building Official overstepping his authority by denying this?
Is there such a state law that require release AFTER contractor is terminated?
