This is most likely a Building Official "ism" that David is dealing with. Several manufacturers have NOA's for both out-swing and in-swing entry doors. Naturally the fire marshal wants all doors to open out. For water intrusion issues it is easier to design the door and met test requirements with an out-swing door. For wind pressures the opposite is true. The suction pressures are always larger then the positive pressure for a door. Never seen a set of pressure go the other way. Now us natives know; that if you want the winter external air savings on your power bill during the fall/winter/spring you install an in-swing door. This allows for you to properly install a screen door on the exterior of your house. But naturally the "code" does not recognize this time proven method of conserving energy. It doesn't look like it requires the swing to be of any particular direction. I also did not see any changes to this section in either of the Supplements. On the other hand, building safety groups have lately been encouraging the use of doors that swing out because they are less likely to be blown open in a windstorm. That may be the source of the subject.
