It is easier to close an inswing door on someone trying to gain entry.
 
It is also easier for a fireman to kick in an inswinging door, than an outswing door.

but.....the code was written for nationwide distribution, and when the
snow piles up against the door, then it's a safety issue in case of
fire.  So I believe it was left open to work for both climates.   You
can use the Webster for the definition of snow.  ;-)

Section R311.4 of the Residential Code deals with egress doors.

It doesn't look like it requires the swing to be of any particular
direction.  I also did not see any changes to this section in either of
the Supplements.



On the other hand, building safety groups have lately been encouraging
the use of doors that swing out because they are less likely to be blown
open in a windstorm.  That may be the source of the subject.

If memory serves me correctly the proliferation of outs wing doors came
about during the process of writing SBCCI 1997. As I recall the fire
marshals were pushing for the out swing requirement at all exterior egress
doors and we also had the advent of N.O.A. This represented the perfect
storm for building designers with projects in the plan development stage. it
was easier too error on the safe side rather than gamble as to what the
final code requirement would be. Ultimately the fire marshals lost (only
required in occupancies serving 50 or more people or high hazard
occupancies)

I agree totally that all ext drs SHOULD swing out..... I have been
'suggesting' this to my clients for YEARS...Plus it gives you the advantage
to be able to close the door when you have unwanted persons there.....
