are you saying there is a vent in the ceiling of the garage that does not have duct to an exit point but rather is open to the attic???

if so I would say that does not meet FBC-R
if they would connect metal duct thru a roof penetration or gable or to a soffit then it would

  So not to contaminate the response I will only ask the question and not provide my take on it.
  If 2 metal boots (4 X 12) are installed into a garage ceiling for makeup air to the gas appliances in the garage, would this meet or violate the penetration requirements of the FBCR?  At the present time they are not vented out of the attic and have no fire dampers.  This is to supply combustion air to a water heater and a furnace.
