In FBC Plumbing, there is an exception to the Hot water Requirement, have the inspector look at that, they should know about it anyway.
 
It appears the law requiring hot water for hot water for employees washing their hands is not in the code book.

As per the statement of Larry M. Schneider AIA, "ONLY ONLY for the employees 
to wash their hands - otherwise hot water is not required.  If the toilet 
room is not used by the employees to wash up; then you do not need hot 
water"

Does this mean regular office buildings do NOT need hot water in the 
bathrooms?

If so, then what should we tell the inspector when he asks for hot water in 
regular office suite?
