if tables/chairs are going to be set up and it has a roof over it so I would count the area within the beam perimeter and occupancy same as enclosed, of course the exits are not a problem

if it is only for people to walk thru to get to somewhere else (like an entry) then I wouldn't

  Have a roofed structure (pavilion) open on three sides has a proposed bar at one end. In determining occupant load would you treat this like an enclosed building or outdoor area. I'm leaning towards outdoor area based on means of egress.
