imho, if it has holding cells or even if prisoners will be handcuffed/shackled to prevent escape
I-3 Condition 4 or 5 depending on configuration

if prisoners are not held probavbly get by with B.

  Per FBC Chapter 3 if you had a mercantile use changing to law enforcement what would it be classified and what use would it be?  This may not include enough information but it is start.  Not sure whether it will have a holding cell or the number of individuals that may be cuffed at anyone time.  Worst case scenariois probably the best way to go here.
