I recently completed a real estate purchase on a home built in 1992.  
This home is located in a upscale water front gated community.  With 
that said, the seller is so penny conscious, that he solution to 
correcting garage interior wall receptacles, that were not GFCI 
protected, was to remove devices and blank off junction boxes. 

It appears the electrical contractor, either has a limited knowledge of 
code or is willing to do whatever is necessary to limit the sellers 
expenses.  A gas pool heater with electrical components did not have a 
bonding conductor attached to bond lug.  His comment was,'the lug was 
corroded and did not appear to be properly sized for a #8 conductor and 
that unit was bonded internally'.  Another electrical write up, was the 
blower motor control switch and electrical disconnect cabinet, is 
mounted on house exterior wall, but is located partially behind other 
pool equipment and the cabinet door can only be opened 45 degrees, code 
requires a minimum of 90 degrees.  This condition prevents proper access 
to remove dead front cover.  The electrical contractor states, 'all 
electrical equipment does not have required clearance, all approved by 
AHJ'.  I could go on, but I think you get the picture.

His verbal comment to me, was that the AHJ has authority over code and 
if AHJ approves, then it meets code.  I know ultimately the homeowner is 
responsible for code violations, where can I find that in code.
