Since no-one else has answered your question I guess that I will.
The current version of 10-99 is called "IBHS Guideline for Hurricane Resistant Residential Construction "
You will find that it is set up like the 10-99 standard but the wind speeds have changed to 3 sec gust speeds
with a top end of 140mph "B" exposure.  There are other changes such as requiring ring shank nails for the roof sheathing.
Just use the worksheet to go thru the process so that you don't miss anything.
 
Required items on the cover page will vary by jurisdiction but in my opinion should include at minimum a list of applicable codes, wind design criteria and method used, scope of work and index.
 
Now to address the concerns of those that feel all buildings should be designed by architects or engineers.  IBHS was created by engineers.  It doesn't discard engineering principal.  It merely takes a wide variety of possible scenarios and makes them understandable to persons with general construction knowledge
 
The biggest reason that I get from contractors to do prescriptive code design instead of signed and sealed plans is that if they want to make even a small change in the plan they have to go back to the Design Professional who now has them at his or her mercy.  One local engineer got the nickname "500 dollar John" because any change (even a non-structural one) would cost a minimum of $500.   As to why SOME people don't like using Architects the two biggest reasons I hear are "He won't listen to me.  I say round and he draws square" . (or the inverse)  A house is very personal.  It needs to match the persons living there not the person that drew it.  The other reason is cost.  Most people have a fairly good idea of what they want in a house they just don't know how to draw it properly.  Those people don't want to spend 8-10 thousand for someone to create a design for a 3000 sf house when they already know what they want.  Also quite often Architects want to spec out every little detail.  Most homeowners need time to make decisions on colors and fixtures and tile and carpet, etc.  They get this time during construction of the shell.
 
That being said there are SOME people that need an Architect.  There are SOME people that need Interior designers.  I personally don't usually like those types of clients and am more than happy to send them elsewhere.

	I have done my own drawings on a bunch of homes prior to the housing bust, and they were all designed by 1099 standards and language. I have not done one since the codes have changed. Can anyone help me with what the current design standard and necessary language that is required on the cover page of the drawings. The project I have coming up is residential and not on a barrier island, and I want to do Contractor sealed drawings.
