I was always under the impression that building inspectors had to be  
certified in the phase of the industry that they inspect. Is this still or ever  
the case? It seems that I have the same inspector on one particular job in 
an  undisclosed community (the community name is left out to protect the 
innocent),  and they seem to know very little about some phases they are 
inspecting.
