I work for a town that is now forcing the 22 inspectors that were retained to acquire a 1 & 2 family dwelling inspectors license.

The original 37 were all laid off then 22 rehired not by experience or number of license, the senior inspectors were all laid off to save the town money.

In my opinion, I see the quality of inspections decreasing by letting someone perform inspections outside their own trade.

This is best illustrated by the poor "Private Provider" inspections we have had to "audit" behind, I have followed behind these 1 & 2 Family Inspectors (who have "shown" the 5 years of experience and passed the 4 test that were mentioned) and they miss 4 to 5 electrical violations on every new house they inspect.

I had one give a final to a new dwelling without the riser wire installed in the service mast.

Just because a person can "show" 5 years experience and get 75% of 240 questions correct (4 test x 60 questions) doesn't mean that they can properly perform a 1 & 2 Family Inspection.

At least our town is requiring competency training for those who are exempt from the 450 hours of cross training that I am required to get because I do not have a GC or CGC license, but that is another topic.

Licensing for building officials, plans examiners and inspectors has been a State requirement since Oct. 1, 1993. All inspectors and plan examiners in Sarasota County hold multiple licenses in more than one discipline. In fact all have what is called a 1 and 2 family dwelling certification which allows each of them to perform inspections in all four disciplines. Each had to prove a minimum of 5 years experience and pass an exam for building, plumbing, mechanical and electrical. (All of ours have more than 20+ years) This license is very difficult to qualify for and the exam is intense, requiring knowledge in all four disciplines. Building departments just like private industry have had to layoff many good people but also retained the best with the most licenses and experience, we have become more efficient by being able to send one person to perform the work of possibly 4. I was always under the impression that building inspectors had to be certified in the phase of the industry that they inspect. Is this still or ever the case? It seems that I have the same inspector on one particular job in an undisclosed community (the community name is left out to protect the innocent), and they seem to know very little about some phases they are inspecting.
