The minimum requirements for energy conservation is referred to Chapter 13 ( Energy Efficiency ) of the Florida Building Code in each case. It is interesting to note that EXISTING BUILDINGS ARE EXEMPT from Chapter 13 requirements unless the building meets the requirements for classification as a RENOVATED BUILDING, A CHANGE IN OCCUPANCY, OR A PREVIOUSLY UNCONDITIONED BUILDING to which comfort conditioning is added. ...F.C. 13-101.5 IMHO it appears that section 13-101.6 for thermal efficiency standards does NOT apply for the majority of partial replacement of components of a mechanical system. The Code as currently written appears to exempt the exception requirements found under 13-101.6 and would be better relocated as an exception under 13-101.5 EXEMPT BUILDINGS. What say you all? It is found in chapter 13-101.6. Though only one part of the system is replaced the whole system must be matched. This can be accomplished by one of four means, 1. ARI (AHRI) data 2. Accredited laboratory (example ARL labs) 3. Mnufacturer's letter 4. Letter from registered P.E. State of Florida. I hope this helps.
