Hi Robert:
 
Many area's in the state have no licensing requirements. I.E. Orlando for  
instance,  all you have to have is a occupational license, that cost  
$30.00, least that how much it was 2 years ago.

Stop hiring  unlicensed subs and you will not have this problem. I do not 
know what area  you are from but all the Tampa Bay area surrounding counties 
require you to be  a  state or county licensed drywall contractor. It is 
those that continue  to hire unlicensed subs that drive my prices down to 
compete with their  substandard workmanship.
