I guess I feel for you,  but I think I must have missed something,  since 
there is nothing else attached. Who is Mr. Nasser? How is he the owner of  
record? other than a superintendent.

I would like to clarify a few items of Mr. Nasser's post, so you can  have 
both sides in order to base your responses.
1. Mr. Nasser is not a  homeowner, nor is he the Contractor of record on 
the project. The commercial  project is a 17 unit office building in which he 
is  the superintendent. 
2. Mr. Nasser neglected to inform you that  (we) went through a mediation, 
in his office, with a mediator he picked  and in which the mediator found in 
favor of my company. I can  certainly prove this documented fact. When his 
mediator made the ruling, Mr.  Nasser refused to pay him (or me) and threw 
us out of his office, thereby  breaching our contract. Mr. Nasser has refused 
to pay his share of the  mediator fees. To date, the mediator has not been 
paid by Mr. Nasser.
3.  Mr. Nasser was then given an AIA schedule of values G703, which  
documents the actual progress on the job to date, and was given the choice to  pay 
me what I was owed (to date) and I would sign a release, dispute the  
amount again through court arbitration, or accept the settlement proposed by  the 
mediator and move on.
4. Mr. Nasser opted to state that he would  (instead) fire me, refused to 
pay what I am owed to date and locked my  equipment (job box, tools, etc) 
from me.( It is still there, despite my  requests to release it.)  I discovered 
he had brought OTHER electrical  contractors onto the jobsite permitted 
under my name, so I kept a hold on  my permit to stop the work by others and 
protect myself. He refuses to  allow me on the property to get a city 
inspection on my work to date and  document the condition of the jobsite I am 
leaving.
5. I informed the City  attorney of our pending litigation and my permit 
was put on hold until  the civil courts decided the matter. 

In closing, IMHO,  this is all about Mr. Nasser's avid desire to cheat 
honest  contractors out of money, nothing else.
I invite any person reading this to  answer this question any differently 
than I did:
Would you bid a project  based on the plans given you by the contractor, 
state clearly in your  contract that the only work included in the bid is that 
work shown on the  plans attached to the contract, AND THEN GIVE  OVER 80 
additional  openings for free, when you stated in writing to the contractor 
that more  items were needed than were shown on the plans, but he refused 
amend the bid  set OR prove that the competing bids included these items ?
If you  still feel Mr. Nasser is a inexperienced victim, check out the  
pages of legal actions, lien contests, etc. listed in Orange  county public 
records. It's too bad everyone doesn't see them prior  to dealing with him......
