Based on the limited information provided, ( fire damage, 40% roof damage/destroyed ) . I would assume that this project would be classified as a REPAIR With SUBSTANTIAL STRUCTURAL DAMAGE ( as defined in the FEBC
chapter 2 for substantial structural damage. This would require a design professional evaluation and repair analysis and design. see section 506 FEBC STRUCTURAL SECTION. Alterations or reconfiguration of space from the original construction may also require review and compliance as " ALTERATIONS "
An interesting and informative publication is available from HUD PUBLICATIONS called Nationally Applicable Recommended Rehabilitation Provisions ( NARRP ) prepared by the NAHB Research Center for the U.S. Department of Housing and Urban Development. in 1997 and updated in 2005. This is not an enforceable code but provide an interesting insight into the development and use of the Florida Existing Building Code,

I had a recent phone call where the caller claimed she was " cooking an egg ".
My reply was " How are you cooking it?" and " What kind of an egg is it ?"
There are many kinds of eggs, from alligator, turtle, robin, to EMU and Ostrich type eggs.
While repairs and renovations generally involve no reconfiguration of space and may not be extensive, an expensive and structurally necessary repair may become an alteration.
Without clear and definitive guidelines, the Authority Having Jurisdiction will ultimately be responsible for classifying the project based upon the evaluations and analysis of the design professionals.

It is a "repair" in accordance with Chapter 5 of the FBC-EB if you restore it with like kind and quality materials, but it may be considered an alteration if you change the layout or configuration of the trusses or significantly modify the materials.
