I wasn't clear.  In order to indicate Answer A on Question #2 on the
UMVIF, an asphalt shingle roof covering has to meet the following
conditions:

1) the requirements of 2001 FBC or 1994 SFBC 
2) have a product approval listing
3) and it must have passed 110-mph or greater test (ASTM D3161 enhanced
for 110-mph or ASTM D7158 F,G, or H rating, or TAS 100-95 and TAS
107-95) (FYI- there really isn't any F rating for ASTM D7158, it's an
error on the UMVIF)

Since the 2001 FBC, 2004 FBC, and 2007 FBC all allow asphalt shingles
tested at wind speeds less than 110-mph in certain geographic regions,
my intent was to point out that the testing requirements are also
important to confirm when completing the UMVIF.  The inspector cannot
simply rely on being code-compliant to the 2001 FBC or 1994 SFBC.

Not exactly. The code says: Shingles classified as ASTM D 3161 Class F,
TAS107 or ASTM D 7158 are acceptable for use in all wind zones.

The Wind Mit form says: At a minimum meets the 2001 Florida Building
Code or
the 1994 South Florida Building Code and has a Miami-Dade NOA or FBC
2001
Product Approval listing demonstrating compliance with ASTM D 3161
(enhanced
for 110 MPH) OR ASTM D, 7158 (F, G or H), OR FBC TAS 100-95 and TAS
107-95,
OR FMRC 4470 and/or 4471 (for metal roofs).

As an example, a Tamko Heritage 30 shingle is warranted for 80 MPH when
nailed with four nails, yet it meets the listed standards (on the wind
mit
form) and could be installed in any wind zone.

I agree with what Mr. Harris writes, but I thought, in addition to the
stated code-compliance, the asphalt shingles would also be required to
have
passed one of the tests listed at 110-mph or higher wind speed
designation.
A code-compliant 90-mph or 60-mph tested asphalt shingle would not
qualify.
Correct?

My understanding is as follows:

If a roof was permitted prior to March 1, 2002, then it is not allowed
on
mitigation.  After March 1, 2002, it is allowed.
Above is all counties except HVHZ which is Miami, Dade and Broward.
HVHZ is allowed if permitted after 9/1/1994 and not allowed if prior to
that
date. 
Your customer was in October of 2001, so you were right not to allow
this.
If he is in HVHZ, the 1994 date applies.

I need you insight. Last week I did a wind mit inspection on a home
where I
was unable to verify thru procedures that I?m aware of that the roof
covering met the minimum requirement of the 2001 Building Code. ( 3 tab
dimensional Shingles)

 

1) I did a public records search and found the roof covering was
permitted
in October of 2001.

2) The AHJ or the owner had no record of manufacturer of the roof
covering

3) The attachments penetrated the ?? cdx roof sheathing meeting the
minimum
penetration requirement but only 4 attachments per shingle

4) No extra shingles at the site and therefore unable to verify
manufacture

 

Under does the roof covering meet the requirements of the 2001 Building
Code
I checked the box unknown or can not verify

 

My client called today in a rage because his insurance is going to
increase
about $ 1,000 per year and was told by his agent that he picked the
wrong
inspector. With the information provided have I missed something?

Even though the FBC didn?t go into effect until March of 2002, I?ve
heard
that shingle manufacturers were already shipping compliant shingles in
2001.
I think you would be safe assuming they met the requirements in October
2001. 

 

You could always ask the seller to have his roofer provide the
documentation
that the shingles meet the code requirements.
