Local building departments don't seem to have any problem with knowing if a contractor is current with his license and insurance. They ought to be able to keep track of their employees.

One of the questions I would want answered is: "Does DBPR notify a building official when an employee with a provisional, or any license, has a license expire, suspended or revoked?"

If the answer to that question is "No", that is very troubling. If the expiration of a license is not important enough for DBPR to inform the BO, then how can we hold the BO fully accountable for the license status of all employees under the BO's control?

I am not saying that the BO is not accountable but I think we may have a system problem that mitigates SOME of that accountability. In order to fix this, DBPR must provide notification to the BO when an employee's license is suspended, revoked or expires.

    Scenario

Employee in building department obtains license as provisional plans examiner in a specific discipline. Provisional license expires before employee obtains standard license. Employee continues to perform plan review in discipline he/she is not licensed to perform...for more than 2 years.

    Question

Can and should building official be held accountable for allowing person to continue working without proper license?

    Question

Is there a specified time frame (statute of limitations) for filing a complaint with DBPR when something like the scenario mentioned above is brought to light?

This message is for discussion purposes only. It is not directed at any specific person or building department. While it is hoped that folks share opinions with DG, please feel free to reply directly to me. Any and all replies will be much appreciated. Thanks.
