Yes, the legislature did create the Commission. However, the intent of establishing the Commission was that technical code decisions would be left to the technical experts appointed to that body. This would remove the politics from code decisions. 

During the adoption of HB4181, and it's implementation by the Commission, there was extensive discussions by all the interested parties in the need to adopt a model code and not write our own unless there was a true Florida specific need. The Commission was provided the authority by the legislature to address code changes that addressed the Florida specific need.  Every time the legislature intervenes in the technical aspects of the codes, they undermine the authority that was granted to the Commission and the extensive vetting of technical decisions that occur on a national level during the model code adoption process.

Lastly, when you criticize, I would hope that you would have the courtesy of identifying yourself with a signature like most others do.  There also no need to develop an attitude on the group with your "Let's hypothesize some more." If you disagree, make a professional argument that we can all respect.

Lets get this right; "the legislature circumvents the authority of the Florida Building Commission." Circumvent, how is that? The legislature creates the statutes the FBC regulates. Let's hypothesize some more.

Also, one other quick note on this. If the legislature circumvents the authority of the Florida Building Commission and removes the IRC fire sprinkler requirement, ISO will drop all building departments one BCEGS class. So, if your jurisdiction is a 4, it will drop to a 5 if everything else remains the same. Something else to look forward to for us and higher insurance rates for our citzens courtesy of the legislature.

As far as the value, for each class difference, a 1% difference in the property insurance applies to the property for the live of the structure. All other factors being the same, a property that is graded a class 2 will pay 5% less than a property that is graded a class 7. 
 
In addition, the BCEGS class is a factor in your jurisdiction's flood grading if they participate in the flood insurance program. The same class 2 to a class 7 BCEGS difference can create a significant difference in flood insurance rates. 
 
Lastly, the BCEGS is the only financial incentive that a local government has to provide resources to the building department. If you throw away ISO, you have lost a significant tool to assist you in justifying an efficient and effective building department.
