[Florida Code Talk] solar energy systems

Have a question/statement for the group.  It has come to my attention over the last week or so that most of my contractors that are certified to install solar energy systems don't know the requirements per F.S. 377.703.  They submit a cover sheet from Florida Solar Energy Center with an approved system, which include the components listed for that system and think they can substitute any other component that is not listed.  I know this because they tell me no one else holds them to the listed products.  And with what happens in the field and with what I see in plan review it is easy to believe that this may be happening in other jusidictions.  Per F. S. the only one who can make changes to components in an approved system is the Florida Solar Energy Center.  Is anyone else having problems with this?
